Optional Track A: NEMT and Paratransit Driver Training
Free Driver Training · Optional Track A
NEMT and Paratransit
Take this track after the core course if you drive for a Medicaid NEMT broker or provider, a paratransit service or a medical shuttle. Your certificate will read Core plus NEMT and Paratransit. Your contract, broker and agency rules come first. This lesson explains the common ground. Reading time: about 6 minutes.
After this track you will be able to:
- Explain who sets the rules for your trips and where to find them.
- Apply the federal securement rules that cover public paratransit.
- Keep the records that brokers and auditors expect.
Who sets the rules
Question answeredIs NEMT covered by the ADA the same way a city paratransit service is? Not always. Public transit and the paratransit service that goes with it follow the federal ADA transportation rules (49 CFR Parts 37 and 38). NEMT is usually a Medicaid benefit, so a lot of its requirements come from the state Medicaid program, the broker contract and the provider's own policy. Some of these programs require WC18-tested or WC19-compliant equipment, certified driver training, vehicle inspections and trip records. Ask your employer for the written requirements and keep a copy.
Federal securement rules that apply to public paratransit
In ADA-covered service, vehicles must have securement systems that limit the movement of an occupied chair to no more than 2 inches in any direction when it is secured to the maker's instructions (49 CFR 38.23). The provider must use the securement system, and may not deny transportation to a rider because a chair cannot be secured to the driver's satisfaction (49 CFR 37.165). It may recommend that a rider transfer to a vehicle seat, but may not require it. Seat belts and shoulder belts must be provided, and belts cannot take the place of securing the chair. Know your agency's policy on whether riders must wear them.
Key pointIn ADA-covered service the answer to a hard-to-secure chair is best efforts, consulting the owner and escalating, not refusing the ride.
Habits that pass an audit
- Complete and sign the daily pre-trip, and keep it.
- Report any damaged strap, retractor, belt, lift or track before the shift, and take it out of service.
- Keep your training certificate, refreshers and skills sign-off current and on file.
- Record incidents promptly, using facts only (Module 11).
- Follow the pickup, wait-time and no-show rules your program sets, and do not leave a rider unattended.
Riders you will meet
Dialysis, chemotherapy and therapy riders may be tired, in pain or medically fragile. Allow extra time, ask how they like to travel, and never rush a securement. Some riders use walkers, canes or oxygen. Stow these safely and keep the aisle and exit clear. Never leave an escort, aide or family member unsecured: they need a belted seat too.
What the manufacturer saysYour securement, belt, chair and lift makers' instructions come first. Where your program's written rules add requirements, follow both.
