NEMT Wheelchair Securement — Key Requirements & Standards
4-Point Tie-Down System
The universal standard for securing the wheelchair. Two straps attach to the front of the wheelchair frame and two to the rear, anchoring to the vehicle floor to prevent movement in any direction.
Occupant Restraint Required
A separate, crash-tested lap and shoulder belt (3-point system) must secure the passenger within the wheelchair. Wheelchair tie-downs cannot be used as a passenger restraint — both systems are required.
WC18/WC20 Certification
Tie-down and restraint systems should be WC18 or WC20 crash-tested and certified. WC18-compliant products are clearly labeled throughout our NEMT collection.
WC19 Wheelchair Recommended
It is recommended that the wheelchair itself be WC19 certified — meaning it has reinforced, designated securement points built into the frame specifically designed for transport tie-down attachment.
Minimum Clear Floor Space
A minimum clear floor area of 30 × 48 inches is required for each wheelchair securement position in the vehicle.
Minimal Movement Standard
When properly secured, the wheelchair should not move more than 2 inches in any direction during transit under normal operating conditions.

The Three Components of a Complete NEMT Securement System
- Wheelchair Tie-Down (4-Point Securement) — Four retractors or straps anchoring the wheelchair frame to the vehicle floor. Must individually withstand 2,000 lbs of force and collectively handle 4,000 lbs. Available in manual, retractable, and electric configurations.
- Occupant Restraint (Lap & Shoulder Belt) — A separate crash-tested 3-point belt system securing the passenger within the wheelchair. Required in addition to the tie-down — the wheelchair tie-down cannot serve as an occupant restraint.
- Floor Anchorage System — L-track, A-track, Slide N' Click, or bolt-in hardware providing the secure vehicle floor attachment points for the tie-down system. Must be properly installed by a qualified upfitter.
