Non-Emergency Medical Transport (NEMT) tie-downs
must comply with ADA and industry safety standards, primarily using a four-point tie-down system and a separate three-point occupant restraint system (lap and shoulder belt). The entire system must be crash-tested and capable of withstanding significant force. 

Key Requirements & Standards
  • Four-Point Tie-Down System: This is the universal standard for securing the wheelchair itself. Two straps attach to the front of the wheelchair frame and two to the rear, anchoring to the vehicle floor to prevent movement in any direction.
  • Occupant Restraint: A separate, crash-tested lap and shoulder belt (three-point system) must be used to secure the passenger within the wheelchair. The wheelchair tie-downs cannot be used as a passenger restraint.
  • WC19 Certification: It is recommended that both the wheelchair (WC19 certified) and the tie-down system (WC18/WC20 certified) are crash-tested to ensure maximum safety. WC19-compliant wheelchairs have reinforced, designated securement points.
  • Force Resistance: The securement straps must be able to withstand a force of at least 2,000 pounds individually, and the entire system must handle a total force of at least 4,000 pounds.
  • Minimal Movement: When properly secured, the wheelchair should not move more than two inches in any direction during transit.
  • Clear Space: A minimum clear floor area of 30 x 48 inches is required for each wheelchair position.
